Equity in the Finance and Delivery of Health Care

Abstract
The purpose of this study is investigation of the equity in the finance and delivery of health care in Korea, and comparing with results of OECD countries. First, in Korea, equity in the finance of health care is progressive in taxes, and regressive in social insurance and direct payment. Social insurance systems tend to be progressive in taxes, and regressive in social insurance and direct payment.
Second, total of equity in the finance of health care is regressive in OECD countries that adopts to social insurance system. but progressive in Korea.
Third, equity in the health is regressive in OECD 12 countries, and concentration index of health expenditure is regressive in OECD 11 countries. but in Korea, concentration index of health expenditure is progressive. it means that the higher income groups are more intensive users of health care than the lower income groups.
Forth, Le Grand index that measure equity in the delivery of health care is progressive in Korea, it¢¥s means that advantages to the higher income groups. but, the result of Japan is regressive.
